Homeless to Be Counted Tonight in Sacramento County

The Sacramento County Department of Human Assistance along with other government, law enforcement, and community agencies are scheduled to conduct a survey of unsheltered homeless later today, in the evening hours.

As a condition of receiving federal Department of Housing and Urban Development funding, counties are required to conduct a "point in time” count of homeless individuals during the last seven days of January.

The Department of Human Assistance receives approximately $13.5 million in federal funding annually to provide housing and services for formerly homeless persons.

Tonight's count will help the Department of Human Assistance determine the number of unsheltered homeless in Sacramento County.

This information will help with planning shelter, transitional living or permanent supportive housing; determining the kinds of services the homeless need; and provide data for the 10-Year Plan to End Chronic Homelessness.

The community-wide effort will team the Department of Human Assistance, Sacramento County Sheriff Department, Sacramento City Police Department, Citrus Heights Police Department, Rancho Cordova Police Department, Folsom Police Department, the Regional Transit Police Department, Downtown Partnership Guides, Sacramento County Park Rangers and Sacramento City Park Rangers.

More than 400 people have also volunteered to help with the survey including employees from the county, City of Sacramento, emergency shelters and dozens of other agencies.

Got Hazardous Waste? Pick-up Service Helps Dispose of Batteries and Bulbs

Starting Jan. 22 the City of Sacramento Department of Utilities Solid Waste Services started collecting batteries, compact fluorescent light bulbs, and fluorescent light tubes from residential customers by appointment.

The new service is meant to help residents properly dispose of these items, which have been banned from disposal in garbage containers since 2006.

Residents should collect their used batteries in a closeable freezer bag and wrap fluorescent light tubes and place compact fluorescent bulbs in a container to protect them from shattering.

On their appointed collection day, residents should place their hazardous waste near their garage or front door -- items should not be placed by the curb for collection.

“Many of our customers are unaware that disposing of these items in their garbage is illegal and are unaware of other disposal options, such as taking them to a household hazardous waste center,” said Edison Hicks, Integrated Waste General Manager for the Department of Utilities.

“We hope this new option will assist residents in disposing of their batteries and fluorescent lights properly and help to keep these potentially hazardous materials from landfills, ” added Hicks.

To schedule an appointment, or for more information, call 808-5454. For additional information about proper disposal of hazardous materials, recycling, or the City’s solid waste services, please visit their website here.

Tales from the Greenbriar Patch

There will be a public hearing tomorrow night at the Sacramento City Council meeting about the infamous Greenbriar development.

Even though North Natomas had officially been declared a flood hazard zone, council members last week voted unanimously to support annexation of 577 acres of the north area just outside the city limits and allow construction of 3,500 houses and apartments in the proposed Greenbriar project area near the Sacramento International Airport.

Mayor Heather Fargo was conspicuously absent from the meeting. A fact which did not escape budget cut coverage by the Sacramento Bee and its columnist Marcos Breton.

At tomorrow's meeting the council is expected to approve a list of resolutions that will pave the way for even more development in the north area -- once the levees are up to snuff, of course.

As a resident of North Natomas since 2001, I wonder how city council members can justify annexing more land when they have not kept good on promises to those who already live here... Think regional park, police substation, and light rail if you're not sure what I mean.

Recently, Councilmember Tretheway wrote his constituents about the city's efforts to address the homeless after evicting them from 'tent city' located on property owned by Union Pacific Railroads near Richards Boulevard.

Bounty hunter Leonard Padilla offered his own fallow land in the north area where some homeless now camp -- ironically, across the freeway from the proposed Greenbriar project (see photo above).

Currently drivers headed south on Interstate 5 into Sacramento are greeted with the sight of this new homeless camp unofficially known as "Chirs Bourroughville," after Channel 13 anchor Chris Burrous who reported on the new camp last year.

According to Tretheway, the city and County of Sacramento have a 10-year plan to end homelessness.

Both the Greenbriar development planned for, and the existing homeless camp in North Natomas, speak volumes about the city's inability to follow through on its "plans."

Perhaps this sign at the homeless camp should read instead, "Welcome to North Sacramento: Neighborhood of Broken Promises."

Street Spam: A Sign of the Times?

The Sacramento City Council has on its agenda tomorrow a workshop about proposed changes to the city's sign code (City Code Chapter 15.148).

Council members are expected to comment and provide direction on signage including:
  • Private signs on City property (traditional public forum)
  • Private signs on City property (other than traditional public forum)
  • Street banners (banners attached to City-owned utility poles) and
  • Murals
There has been some talk among North Natomas residents about "street spam" or those illegal signs attached to stakes in the ground and attached to municipal poles.

It's not clear from the agenda whether the goal is to make city signage rules more strict or not. If you are curious enough to ask, call Sandra Yope, Senior Planner at 808-7158 or Joy Patterson, Principal Planner at 808-5607.

And stay tuned...

Project Panned Til February

The Sacramento City Council was scheduled to resume its discussion of the community plan amendment better known as the Northgate 880/Panhandle proposal tomorrow.

The controversial project was continued from the council's Jan. 8 meeting and from the looks of the agenda posted online it will be postponed yet again to a meeting in February.

The Panhandle is the area South of Elkhorn Boulevard, north of Interstate 80, west of Northgate Boulevard and Sorento Road, and east of Gateway Park Boulevard and the Northpointe Park Planned Unit Development.

Got that? Just in case you have a hard time visualizing its location, here is a map.

Correspondence sent to the city council about this topic can be viewed online. Read it to get up to speed.

Why Not? 12 Ways to Improve Your Neighborhood ... Right Now!

Written By NatomasBuzz.com on Sunday, January 27, 2008 | 1:04 PM

I really like this publication from the City of Sacramento's Neighborhood Services Department for Area 4 (a.k.a. North Natomas).

The list is intended for area residents who have never personally taken steps to prevent crime in their neighborhood.

Some of the tips, such as report crime promptly, seem to go without saying. But it's easy to think someone else will call when you spot something that looks suspicious. This is why I have the telephone number for Paladin Security programmed into my cellular phone. Now I have no excuse not to call in, even if I am on my way OUT of the neighborhood.

THE BUZZ has written about a couple other tips - remember making a list of neighbors and landlords on your block? Also on the list, and something we have started doing in recent months, is leave the porch light on at night, which has proven to reduce crime.

I cringed when reading pick up litter near your home, even if you didn't put it there. I still haven't gotten to all the debris that blew into our bushes during the Jan. 4 mini-tornado. I would blame it on all the wet weather, but that's just lame.

My favorite item of the 12, however, has to be "stay where you are." I have said farewell to my share of neighbors since moving to North Natomas in 2001 for a variety of reasons, but I have to agree with the Neighborhood Services Department on this one:

"Stable neighborhoods are built on the commitment of long-term residents who would rather live in a healthy community than move to a bigger house. Community reach stability when conscientious citizens allow their roots to grow deep and help transform a geographic area that exists as a "neighborhood" in name only, into a real community of involved people. Please, stay and help."

Right now!

Three Arrested at Natomas High School

Written By NatomasBuzz.com on Friday, January 25, 2008 | 6:23 PM

Not exactly the kind of news a parent likes to hear...

The Sacramento Bee, Channels 10 & 13 are all reporting the Natomas High School campus was locked down for several hours today after someone called police and reported seeing a student with a gun.

Apparently two fake -- but very realistic looking -- guns were found and three students arrested.

Natomas District Reacts to Governor's Budget Plan

The Natomas Unified School District Board of Trustees have reacted to the Governor's proposal to make the largest funding cuts to education in the history of California.

Trustees this week adopted a resolution in opposition to the proposed cuts, which would amount to an estimated $5 million in 2008-09 for the district.

Please check out a copy of this resolution, NUSD Superintendent Steve Farrar's response to the proposed budget cuts along with a break down of how these cuts will affect our neighborhood classrooms.

Farrar has also included information on how to contact local legislative representatives and let them know what YOU think about cutting even more from our state's public education.

Made in the Shade

As a SMUD customers, North Natomas home owners may be eligible for up to 10 FREE shade trees.

Call the Sacramento Tree Foundation at 924-8733 and make an appointment with a community forester.

Since 1990 almost 400,000 trees have been planted through the program -- making this a nationwide model for utility nonprofit partnership.

Trees not only provide shade for you and your family outdoors, but they keep homes cooler and reduce the use of air conditioning during Sacramento's hot summers.

Likewise, all of the available trees are deciduous, so they shed their leaves in the fall to allow the warm winter sun into your home.

Save some dough, save the environment. 'Nuff said.

Caltrans Announces Major I-5 Construction Project

Written By NatomasBuzz.com on Thursday, January 24, 2008 | 8:08 PM

Word of warning to those North Natomas residents who commute to work via Interstate 5...

Caltrans officials announced their plans to repair the boat section of I-5, a busy stretch of highway between R Street and J Street that is below the ground water level.

Over the years, the drainage system has become clogged, causing water to seep up and crack the pavement. The construction project, which will protect I-5 from potential flooding, is expected to begin in May 2008.

Caltrans estimates 306 days of construction and the work zone will span several lanes in each direction from Richards Boulevard to Sutterville Road.. The plan calls for the removal of old pavement, new drainage channels, monitoring systems, and a new layer of concrete.

For more information, call Caltrans Public Information Officer Mark Dinger at (530) 741-4572.

Isn't This Sad?

Written By NatomasBuzz.com on Sunday, January 20, 2008 | 11:02 AM

Just a year after the City of Sacramento unveiled Hummingbird Park, its been vandalized.

The 4.4-acre park located on Duckhorn Drive, south of Arena Boulevard, is one of the city's "themed" parks. It is designed to be a rest stop for birds and bees with "plantings of lavender, rosemary, butterfly bush and other shrubs."

Hummingbird Park features include play structures, horseshoe arena, volleyball net and picnic facilities. There are also 17 mosaic sunflower sculptures and originally included six functional birdhouses.

But at some point in recent months, not just one but two of these cute birdhouses have disappeared, leaving behind only the posts on which they were mounted and the remnants of one tiny roof.

Each house is designed to "resemble human houses, with wood-shingled roofs, screen doors, chimneys and miniature flower boxes." The sunflowers and birdhouses were included in the park's $593,000 construction budget.

Hummingbird Park is a favorite play spot for North Natomas residents with smaller children and it's sad to see such blatant disregard for a place enjoyed by so many.

Kokomo Park, in the Creekside neighborhood, has also been subject to repeated vandalism. What do you think can be done to preserve these parks?

We're Talking About a Flood-volution

Written By NatomasBuzz.com on Saturday, January 19, 2008 | 8:45 AM

Ever since the feds declared Sacramento "the worst flood risk of any major metropolitan area in the nation" everyone has been all abuzz about the F-word. The five-letter F-word, that is: F-L-O-O-D.

I was listening to 107.9 FM on Friday when The Wake Up Call show referred to the Sacramento Bee's article about flood planning and asked listeners, "Does this scare you?"

For the most part, callers did not fear the F-word. In fact, one young woman quipped, "This is the river city after all!" Good point.

Out of curiosity, I looked online for Sacramento's flood history and this is what I found on the Sacramento Area Flood Control Agency website. The site also has a great explanation of the city's flood threat along with area river and stream conditions and flood protection projects past, present and planned.

The city's Department of Utilities also has a website with flood maps, links to its "Be Flood Ready" brochure, and information about flood insurance.

Not long after buying our North Natomas home in 2001, we decided to get flood insurance despite assurances by the developer we were living in a low-risk area. Hurricane Katrina and the attention it brought to our city's own levee system prompted my husband to assemble a flood emergency kit for our family.

Readers of the Sacramento Bee pretty much agree city officials are lame for denying the North Natomas flood risk. Check out their letters here.

Now we wait and watch what will happen next.

It Went Down Something Like This

Written By NatomasBuzz.com on Friday, January 18, 2008 | 1:23 PM

Word on the street is Pick Up Stix employees at the North Natomas location did not get much more notice of the restaurant's closure than the customers.

Sources tell THE BUZZ employees were called in for a conference call with corporate during which they were told the restaurant would close within the hour.

A mere 15 minutes later, a Pick Up Stix corporate representative and a security detail arrived to hand out final pay checks and dismantle the restaurant, leaving little but a sign in the window to explain the missing eatery.

The chain shut down more than two dozen of its restaurants, so the unexpected closure was not a direct result of the North Natomas economy per se but it's still a blow to the neighborhood.

Pick Up Stix was the third store to open in the Park Place Shopping Center after PostNet, which opened first, and Raley's, which opened second.

I Couldn't Have Said It Better Myself

Written By NatomasBuzz.com on Thursday, January 17, 2008 | 11:39 AM

If you haven't already done so, be sure to check out the Sacramento Bee's editorial in today's paper about Natomas' new flood designation announced by FEMA.

My favorite part is the comment Mayor Heather Fargo and County Supervisor Roger Dickinson need to prove the Army Corps of Engineers and FEMA are picking on Sactown or "they risk leaving the impression they care more about tax revenue than the need to limit risk to life and property."

Just as biting is cartoonist Rex Babin's illustration depicting Natomas growth.

City Responds to FEMA Report... Give Me a Break!

The fed's decision to designate Natomas as a "flood hazard zone" was met with "anger" and "shock" by Sacramento city officials, the Sacramento Bee reports this morning. Apparently, the new rules "could cripple Sacramento's economy."

So Long, Farewell, Auf Wiedersehen, Goodbye

The Pick Up Stix has closed.

One of our neighborhood's first restaurants is no longer. There are only two other locations in Northern California so if you need a Stix fix you'll have to drive to Visalia or Frenso, according to the franchise website.

Another one bites the dust!

Looks Like a Moratorium

According to an article in today's Sacramento Bee, a building moratorium is looking more likely for the Natomas basin. Federal flood-control officials said Tuesday they will designate the area as having a high risk of devastating flood damage because of inadequate river levees.

Not the Guy?

The Sacramento Bee this morning reports there is "no link" between a man arrested in Arizona and the Nor Cal Rapist.

The Nor Cal Rapist is wanted for 10 rapes in Northern California, the most recent of which were against two women in their North Natomas home in October 2007.

All Tiled Up

Driving east on North Park Drive (that's toward the "lake" for the directionally challenged) yesterday, I noticed what looked like storm damage on several homes which back up to the sound wall.

Must have been the angle of the Jan. 4 winds or something because there are quite a few loose and/or missing roof tiles on these homes. If you live along the sound wall, and you have not already assessed your roof post storm, you might want to do so!

Oh, Tanenbaum... Part Deux

OK, so I called the city's Department of Utilities and was told sanitary workers are still running about a week behind on pick ups thanks to the Jan. 4 mini tornado.

That said, any trees left out on the street should eventually get picked up and carted off. Chopping 'em up and putting them in your green waste can is still option too!

Update at 12:45 p.m. Trees are being picked up NOW!

Oh Tanenbaum, How Lovely Are Your Branches...

But now they are dead and the needles brown and dropping everywhere!

Taking my kids to school this morning I noticed quite a few lonely Christmas trees sitting in North Natomas street gutters. What are they waiting for? The tree fairy to whisk them off to the dump?

Well, I called the City Operator to find out what to do with said trees. The gal kindly informed me they should be chopped up and put into your Green Waste can for pick up on Friday.

Any questions? You can call her - or one of her helpful coworkers - at 264-5011!

Won't You Be My Neighbor?

Written By NatomasBuzz.com on Sunday, January 13, 2008 | 8:58 PM

The North Natomas housing market was hot, hot, hot when we decided to buy in early 2001. So hot, in fact, that ours and several other families drew lots the night before the homes we wanted were to be "released" to the public.

That night, representatives from each family spent the night together in one of the model homes - nothing like a slumber party to get to know your new neighbors!

When we finally moved into our newly finished homes some six months later, it was nice to already know most of our neighbors. We live on a court of 10 homes which is pretty intimate in the whole scheme of North Natomas development.

One of the things I did shortly after moving in was to go door to door and collect names and telephone numbers of everyone on our court. Armed with this information, I created a phone list which I then distributed to each home.

Over time, neighbors have come and gone and the phone list updated. We've even added e-mail addresses to the list.

This phone list has been quite handy. It's been used to plan social gatherings, complain about loud music, and report garage doors left open. We even know how to get in touch with the owner of the one rental unit on the court.

Most recently, this information helped one of our neighbors track down a runaway recycling bin and others coordinate fence repairs. The mini-tornado on Jan. 4 also prompted me to introduce myself to some newish neighbors and add them to the list.

Not quite a Neighborhood Watch, but a step in the right direction!

Hanging Shingles?

Written By NatomasBuzz.com on Saturday, January 12, 2008 | 10:56 PM

Builder KB Homes recently submitted a major change request to the City of Sacramento's Planning Department for the partially constructed "Hamptons" project.

The special permit modification is for roofing materials and, if approved, would allow architectural composition shingle roofs in addition to tile shingles.

"Our intent is to expand the range of options to the consumer by offering more than one type of roofing choice," KB Homes representative Leo Pantoja wrote on the application. The CertainTeed Landmark Series shingles can be viewed online.

According to the paperwork submitted by Pantoja, the composite shingles would only be an option to buyers of the 208 "alley and cluster" units. The Hamptons development consists of a total 1,262 units on a 108-acre site located east of Commerce Way and north/south of Club Center Drive.

The city's manager for this project is David Hung, who can be reached at dhung@cityofsacramento.org or 808-5530 for more information.

Can Do!

For those nabes whose garbage, recycling and/or green waste cans are damaged or MIA since the Jan. 4 mini-tornado and don't know what to do about it...

Give the city's Utilities Department at buzz at 808-5454 to request repair or a new can.

And for those of you who have complained about the way sanitary workers leave our streets littered with rubbish, stop kvetching to each other and call the City of Sacramento and let them know! Our city council representative Ray Tretheway can be reached at 808-7001.

Burglary Up in 2007

Written By NatomasBuzz.com on Thursday, January 10, 2008 | 11:43 PM

According to Sacramento Police Department Captain Jeff Schiele, "Preliminarily it looks like auto theft and auto burglaries (related offenses) were the top reported crimes by Natomas residents. However, there was a 12% reduction in auto thefts from the previous year, and a 15% reduction in auto burglaries. The only reported crime to increase was residential burglaries, which saw a 33% increase from the previous year."

In early 2008 six new patrol officers will be assigned to Natomas bringing the number up to 41. Let's hope this boost helps cut down on crime.

The good news? Suspects in the Bel Air Aisle One armed robbery have been arrested!

Where Has All the Retail Gone?

Seems like new businesses are always opening, but one thing I noticed recently while driving around North Natomas is all the empty retail where stores, banks, nail salons used to be!

We all the know the housing market is suffering and it looks like that is definitely trickling down to our neighborhood retailers. Makes me wonder how the big box stores are doing too.

The almost-empty parking lots and reduced hours have not gone unnoticed.

What's the Poop?

Written By NatomasBuzz.com on Wednesday, January 9, 2008 | 2:28 PM

I recently read some one's complaint about dogs leaving calling cards on their lawn. Seems this is a reoccurring problem for these folks and they are pooped out over the whole issue.

I have a similar complaint of my own! There is a cat which regularly trolls around our street and I often see it in our backyard. Although I cannot be 100% certain, I am pretty darn sure this same cat is using my front flower beds and garden plots as its personal toilet.

Now for folks walking their dogs, it's not that difficult to bring along a plastic bag to pick up droppings. But what do you do about an animal that isn't on a leash? I have toyed with the idea of trying to catch this cat and see if its tags will tell me where it lives.

Any suggestions?

This Just In...

Written By NatomasBuzz.com on Tuesday, January 8, 2008 | 11:28 AM

An urgent message from the National Weather Service for Sactown.

...WINDY CONDITIONS DEVELOPING FOR PORTIONS OF INTERIOR NORTHERN CALIFORNIA TODAY...

Apparently, another series of Pacific storms is headed our way along with more rain in the valley and snow in the mountains. Gusty winds are also expected up to 40 MPH through the afternoon.

While many trees were damaged or destroyed in last week's storm, weather officials fear an unknown number of trees may also have been weakened and the new storms could bring down more trees or tree limbs.

From the looks of things out my office window, the breeze has already picked up quite a bit. Be careful out there!

I Spy With My Little Eye

Written By NatomasBuzz.com on Monday, January 7, 2008 | 7:14 PM

Is it just me or has there been an increased police presence in North Natomas? Seems like ever since the Natomas Park Master Association hired Paladin to provide around-the-clock security patrols in the neighborhood, more Sac PD units have been sighted cruising the 'hood and even citing traffic violators!

Just out of curiosity, I put my address into KCRA 3's Crime Tracker site to see how the numbers compare to earlier this year. From 9/2007 to 11/2007 the following crimes were reported within 400 meters -- or a quarter mile -- of my house:
  • Burglary 4
  • Theft 3
  • Aggravated Assault 3
  • Stolen Vehicle 2
  • Traffic Offense 2
  • Assault 2
  • Property Damage 1
Unfortunately, the numbers show a few incidents within a block of where I live and a higher number of crimes since last I checked.

Written By NatomasBuzz.com on Friday, January 4, 2008 | 3:27 PM

The wind blew and blew and two of our fences fell down. Now I know how the Three Little Pigs felt about that big bad wolf.

All our trees survived, but living at the end of the court, our front yard has become ground zero for the trash that blew out of our neighbors' garbage cans and recycling bins - it just HAD to be garbage day!

With more rain in the forecast, here is some helpful information sent out by Councilmember Tretheway's office:
